You're applying to the community in general. Once you've been accepted and invited to the Discord[1] server you can select what game roles you want to be whitelisted to. Basically, you don't have to see anything Hytale if you're only interested in Minecraft and so on.
I'm running this as a no bullshit thing, you might get a warning but you could also just be kicked out for breaking any of the rules, or if I just don't like you. I will however try and keep things fair and hear people out. This is meant to be a fairly closed and tight community, so there's no chunk claiming or protections against greifing, and I shouldn't have to step in for litterally everything. We should be able to trust each other, even if we don't become friends.
Anyone can invite their friends to join as well even if applications are closed. As the person that invited your friend, you vouch that they'll follow the rules and are 20+. If they get kicked for being an ass, you're not going to be kicked with them (unless you were part of the problem), but you might not be allowed to invite people again.
You're not forced to interact and hang with the rest of the members if you don't want to. If you only want to play here as if it was singleplayer but with the comfort of having a community to turn to, then that's perfectly fine.
There's no "You have to play at least x hours every x week/month". This place is meant to be something you can leave and comeback to at any point. I might however ask you about it if it's been a long time since you played, but it's not from the point of "You better get on or you're out", but more of a checking up on you.
